Population: for population there isn't much to be fixed. one rather has to make strict birth rules such as having to pay for more than one kid or keep developing at the speed of children being born.
Health: health usually has to do with cleanlyness, having an organization for volunteers or made up of juviniles could teach them valuable lessons of keeping where you live clean, and having a responsibility. getting proper vaccines for children and adults.
Environment: disasters just happen theres not much planning, the country has to prepare themseleves by building buildings with sturdy materials that are not going to break down as quickly as others. you could rather cheaply build houses fast or take a bit of extra time and build them with good materials so you wont have to keep rebuilding them. throwing your trash away properly and recycling will actually help the environment but only if you actually do it.
